Mid-Week Reflection: The System Is Consistent — But Not Fair

Consistency is often treated as a sign that a system is working.

The rules are clear.
The process is the same.
Everyone is held to the same standards.

From the outside, that can look like fairness.

Consistency means the rules are applied the same way each time.

Deadlines are enforced.
Documentation is required.
Eligibility thresholds don’t change.

The system behaves predictably.

Consistency doesn’t account for differences in people’s lives.

It doesn’t account for:

Uneven access to information.
Differences in time and capacity.
Health, caregiving, or work instability.
Barriers to documentation or communication.

The same rules meet very different circumstances.

When rules are applied consistently across unequal conditions, the outcomes begin to diverge.

The same process can be:

Straightforward for one person.
Overwhelming for another.
Unworkable for someone else entirely.

Not because the rules changed.

But because the context did.

I see people who are trying to follow the rules — and still can’t meet them.

People who miss deadlines because the notice wasn’t clear or accessible.
People who can’t provide documentation quickly enough.
People who lose coverage because the process assumes a level of stability they don’t have.

From the system’s perspective, the rules were applied correctly.

From the person’s perspective, the outcome doesn’t feel fair.

Consistency is often used as a proxy for fairness.

But they are not the same thing.

A system can apply the same rules to everyone — and still produce unequal outcomes.

Consistency tells us how a system operates.

It doesn’t tell us whether it works for the people moving through it.

If you’ve ever felt like you were expected to meet the same requirements as everyone else — without having the same resources or stability — you’re not imagining that gap.

Much of my work involves helping people navigate systems where consistency is built in, but fairness isn’t always the result.
